What is a formal specialist?

They are ``experts in formal knowledge in Japan'' who are certified through ``training courses'' and ``certification exams'' conducted by the Japan Formal Association. The Japan Formal Association considers the training of "formal specialists" to be the most important of its many association activities, and has produced many specialists since its founding.
